Bicycle (Motorcycle) User Registration (Faculty and Staff) - Common Matters
If you wish to use a bicycle (motorcycle) on Science Tokyo campuses, you must register in advance. |

In order to create a safe and comfortable campus environment, unregistered and abandoned bicycles are impounded (temporarily moved).
Please comply with procedures. Pedestrians have priority on campus. To avoid collisions, ride your bicycle at a speed that allows you to stop immediately on the left side of the road.

From AY2025, the application method for faculty and staff has changed.
Science Tokyo faculty and staff members can log in to Extic and apply for registration of either a bicycle or a motorcycle in the General Affairs and Planning Department folder of "WorkflowⅡ" .
Please note that registration of two-wheeled vehicles (bicycles/motorcycles) is allowed for only one vehicle per person.

Once the application procedure is completed, a registration sticker will be issued. Please affix it in a clearly visible place, such as the mudguard of your bicycle (or motorcycle fender). Unregistered vehicles may be impounded (temporarily moved). As bicycle/motorcycle registration is valid until the end of March every year, you must complete the registration procedure again in April of the following year.
*Following the enforcement of the revised Road Traffic Act, from April 1, 2023, cyclists will be obliged to make efforts to wear helmets. We encourage you to follow this rule.

Things to note for bicycle users |

Theft prevention registration |
|
Bicycle owners (users) are required by law to register for bicycle theft prevention.
You can register your bicycle for theft prevention at the store where you purchased it (authorized bicycle theft prevention registration site).
[Tokyo] 660 yen, valid for 10 years
[Kanagawa] 700 yen, valid for 7 years

2. |
Regarding bicycle liability insurance |
|
In Tokyo and Kanagawa Prefecture, it is compulsory to take out bicycle liability insurance. Please check your insurance status. If you are not enrolled, you are required to do so before registration
|

Agreement to comply with the following rules (required) |
If you do not agree to the following compliance items, your application will not be accepted |

1. Please ensure to ride and park bicycles in accordance with campus traffic rules, always giving priority to the safety of pedestrians. |
|
2. Be sure to walk your bicycle in the “no riding” areas. |
|
3. Never park and leave bicycles outside the designated parking areas(e.g., around the campus gates). |
|
4. Removal fees must be paid if the bicycle is impounded. |
|
5. Watch the seminar in English on bicycle safety.(Internal access only) |
|
6. Take out compulsory bicycle liability insurance. |
|
7. Vehicles registered for business use must be used only for business. |
|
8. All other matters related to traffic safety and the management of bicycle parking are at the president’s discretion. |

Three Basic Guidelines for Riding Bicycles on Campus |
|
1. Avoid buying a bicycle (if you can). |
|
There are already too many bicycles on campus.
If possible, please use means of transportation other than a bicycle (walking, train, etc.).
In particular, please refrain from purchasing bicycles for the sole purpose of getting around campus. |

2. Affix the registration sticker properly.
Please be sure to attach the registration sticker so that it is clearly visible.
Bicycles whose stickers cannot be confirmed will be impounded (temporarily moved).
*Bicycle registration is valid until the end of March every year. |

3. Do not simply leave or abandon bicycles in parking areas.
Never park bicycles outside the designated parking areas.
Bicycles left outside parking areas will be impounded (temporarily moved).
If you violate traffic rules on campus (fail to observe safety or parking rules), your bicycle will be impounded and your registration cancelled.
If your registration is cancelled, you will not be able to reapply for one year.
Removal fees must be paid if the bicycle is impounded.

Things to note for motorcycle users |

1. Be sure to affix a registration sticker on your motorcycle.
If the sticker cannot be confirmed, the motorcycle will be locked and impounded (temporarily moved), and the owner may be charged a removal fee.
*Motorcycle registration is valid until the end of March every year.

2. Be sure to park only in areas designated for motorcycles.
Strict measures will be taken if a motorcycle is left outside the parking areas.
The vehicle will be impounded and registration cancelled.
If you violate traffic rules on campus (fail to observe safety or parking rules), your motorcycle will be impounded and your registration cancelled. |

3. Do not use the on-campus parking areas for permanent storage.。
Motorcycles parked in the designated areas for 2 days or longer may be locked and impounded (temporarily moved). |
|
|
4. Do not cover your motorcycle while it is parked, and make sure the registration sticker is always visible. |
|
5.Never leave a motorcycle on campus if it is no longer in use.
Owners of abandoned vehicles will be identified and may be charged fees for locking, removal, and disposal. |

2. |
Compulsory automobile liability insurance |
|
All cars and motorcycles that run on public roads in Japan are required by law to be covered by automobile liability insurance. The insurance will be renewed at the time of vehicle inspection, so be sure to check the insurance is valid.
